Time Warner Cable's usage caps for its Road Runner subscribers is coming to my area. The caps are tiered and will limit users to five, 10, 20, or 40 gigabytes of data a month. Plans will range from $29.95 to $54.90.
I would probably fall on the low end of the new cap range, however, this worries me.
Now I will probably be going about my business online worried about how much data I'm downloading.

By charging on a pro-rated use of download usage, they are certainly discriminating against students and researchers. This will set up barriers to access of information, which is the antithesis to an "Internet for Everyone."
There is one more, deadly important reason for Time-Warner's move.
They are owned and controlled by the very same Big Bank Cartel that placed Obama in office, and placed Bush in office, and placed Clinton in office, and that controls over 80% of all media - it's not a secret they Do have This Control - use the Internet to first learn about it, and then go off-line to carefully double check every detail of this nank Cartel's controls of Obama, the media, and YOU.

Obama wants absolute control, or your head. Don't allow him either! This move has one goal (ok, two, making more money doesn't hurt, either)... to discourage the use of online video sites... most importantly to TWC, sites like Netflix that offer, along with home DVD rentals, unlimited online movie watching for a small monthly fee.
If you're TWC... your "Movies On Demand" product... at $1 to $6 USD for a 24 hour rental of a single title... looks like a pretty sad deal by comparison... unless they can make it more expensive to use Netflix by limiting bandwidth usage.
Also, with more and more TV shows going online with full episodes and fewer commercials... digital cable is looking starting to look a little dated... again, unless they make it more expensive to use.
Clearly an abuse of monopoly market power... call/write your congressional delegation (who will, naturally, do nothing, because they work for the corporations)... so better yet, call/write your city government... if they have an exclusive contract with TWC in your area, and complain... get them thinking about opening up your city to another cable company.
And switch to DSL... it's slower, but they don't have as much of a vested interest in limiting your bandwidth... VoIP is a concern maybe, but they can compete with that service without limiting bandwidth.
I feel your pain. But at least you do have high speed internet. Comcast cancelled me last year (I was paying $60 a month for internet only) because of "excessive bandwidth usage." This story is not exactly new, they've been doing this for years. I crossed some invisible line of usage, and that was that. There is no appeal process. About a week after this happened to me, they announced a new policy, whee they do state an actual number of usage that they deem acceptable (for the "unlimited" internet they advertise). I think it's 250GB a month. If that's the case, it sounds ok to me, and I'd do whatever it takes to stay under that if I had the choice. The only choice I have for internet now is Verizon DSL which is very slow. I live in downtown Jersey City, NJ, in one of the largest metropolitan areas on Earth, and I have one choice for internet. It's ridiculous. There doesn't seem to be anything anybody can do about it. I'll just keep trying to vent in places where people might listen. Thanks for listening to my whine.
According to Time Warner Cable, you are told what your household has consumed for the two months prior to this being implemented and can choose a tier of service based on these figures. Once the system is put in place you are not charged for additional usage during the first three months. Following that you are charged $1/GB. Whether this is how it happens in practice I can't say. I can say that based on a variety of assessments, this $1/GB figure is WAY above costs and clearly viewed as a method to bring in more money from subscribers, despite the already VERY healthy margins Time Warner Cable is so fond of discussing with Wall Street and their public posturing that this is about helping low usage customers.
