Which organizations are addressing training, once people have access?

Are there any organizations that are addressing the learning needs of people who are just getting on the Internet? Are there collections of training materials, pools of instructors to help people develop basic skills of using a mouse, exploring the Internet, using email and forums? Once people have some skills, then they can use www.gcflearnfree.org and other online resources, but it takes a bit of training before they can get that far.
